Compliance record and evidence archiveStatus: January 2027 pilot
An evidence archive for advisory committee decisions
Kanıt by Sağlama (Kanıt is Turkish for evidence) is compliance record and evidence archive software for the compliance units of participation finance institutions in Türkiye. Committee decisions and approvals are recorded on the day they are taken; if a record is later changed or deleted, this shows.
The January 2027 pilot is free for the first two institutions, from installation in December 2026 to the closing meeting on February 26, 2027. This page describes the pilot package.

The January 2027 pilot is free for the first two institutions, from installation in December 2026 to the closing meeting on February 26, 2027. It is installed on your institution's own server.
A pilot core works today; it is not installed at any institution yet.
What it does
A new decision is recorded on the day it is taken, with its original document.
The January set is prepared from these records; your institution sends it.
If a record is later changed or deleted, this shows.
2026 decisions already taken are brought in from your archive; for them, the evidence starts on the date they are brought in.
January 31, 2027: first annual submission to SEDDK
SEDDK, Türkiye's insurance and private pension regulator, issued Circular 2026/26 on August 11, 2026. The circular added new provisions to Circular 2021/3. They ask participation insurers, and pension companies with participation funds, to record advisory committee decisions “in a reasoned, traceable, accessible, orderly and auditable way” (our translation). All decisions taken in a calendar year go to SEDDK by the end of the following January.
The circular (SEDDK, PDF, in Turkish)
The first submission covers 2026 decisions. The circular does not say whether decisions taken before August 11, 2026 are included; your institution sets the scope, and in the pilot the default is the whole year. January 31, 2027 is a Sunday, so the last working day is Friday, January 29, 2027.
Participation banks, and finance companies that work on participation principles, follow a similar rule. BDDK, Türkiye's banking regulator, set it in its communiqué on compliance with participation principles (Official Gazette, December 19, 2025). Decisions are recorded with a summary of the matter, the reasoning, the basis and any dissent, and are reported every quarter to the Central Advisory Committee, the advisory body for the whole participation banking sector.
Today, decisions sit in many places
Decisions usually sit in signed minute files, e-mail threads and shared folders. When an inspection or a request for information arrives, the team rebuilds the same facts by hand. It has to show which decision accepted a product, on which date and on which document, and whether that decision changed later.
What it records
Kanıt by Sağlama keeps these records:
- Advisory committee decisions: minutes, reasoning, basis and dissent.
- Product and contract approvals.
- Compliance checks and findings.
- Non-compliance records and remediation plans.
- Reports sent to the regulator.
In the pilot, each record carries two things from the day it is made.
- Fingerprint
- A short value that changes if the document's content changes.
- Timestamp (Kamu SM)
- Kamu SM is the public timestamp service run by TÜBİTAK. The timestamp shows that the record existed on that date.
The original file is kept next to the record. A correction is a new record. The earlier record stays in place.
Pages are only ever added
A decision page enters the archive together with its original file.
The record carries the date it was made and its QR code.
Pages are only added. If a page were taken out, it would show.
What you get
- The January set
- An index of the year's decisions, minutes in SEDDK's Annex 1 template where needed, a machine-readable list of decisions, and a draft cover letter to SEDDK for two signatures. Your institution sends it through its own channel.
- The inspection pack
- One file that carries the selected records and their evidence. It can also be checked on a computer with no internet connection.
- Outputs with QR codes
- Every set of minutes and every list carries a QR code for the inspector to scan.
Minutes prepared by the software do not replace the signed original minutes.
What the inspector sees
With the QR code and the inspection pack, the inspector sees whether the document matches the recorded document and when the record was made. The inspection pack can be checked without our software.

What we claim and what we do not
What we claim
We claim one thing: if a record is changed or deleted after it was entered, this shows.
Under a confidentiality agreement, we explain to your IT team in detail how this is shown.
What we do not claim
- We do not make changes impossible. We make them visible.
- We do not say that a record's content is correct.
- We cannot see a decision that was never entered.
- For 2026 decisions brought in from existing archives, the evidence starts on the date they were brought in.
- The software makes no decisions, takes no measurements and gives no opinion on any content.
Records stay with your institution
The pilot is installed in your institution's own data center or in a private cloud reserved for you, together with your IT team. Records, original files and the signing key stay on your server. We do not connect to your server remotely, and we do not take copies of records. The only request that leaves the server is the timestamp request, and it does not carry the document's content.
If your institution stops using Kanıt by Sağlama, all records are exported in open formats. Earlier records can still be checked without our software.
We look at the content of the records only when the institution shows it. The Borsa Istanbul company measurements on this site never comment on an institution's advisory committee decisions.
Who it is for
- Participation insurers, and pension companies with participation funds
- Participation banks, savings finance companies, and leasing, factoring and finance companies that work on participation principles
- Portfolio management companies that run participation funds
- Organizations that provide advisory committee services to institutions from outside
The January 2027 pilot
The pilot tests two things: preparing the first January set, made of 2026 decisions, inside your institution; and recording new decisions on the day they are made. Our proposed calendar:
- October and November 2026
Confidentiality agreement, pilot agreement, IT questionnaire and installation plan.
- December 2026
Installation on your institution's virtual server, together with your IT team.
Entry of 2026 decisions is complete.
The January set is ready.
The last day we suggest for sending. You send the set through your own channel.
- February 2027
The inspection pack is checked together with your internal audit.
Closing meeting.
Measure of success: once the 2026 decisions are entered, the January set is prepared in less than one day. Your pilot lead keeps the time.
What we need from you
- A virtual server in your own data center or in a private cloud reserved for you.
- A named pilot lead and 3 to 10 users.
- The original files of the 2026 decisions.
